Push and comment on a pull request without merging

When Obeya's agent reviews someone else's pull request and fixes something itself, its commits and a comment wait for the owner's approval. Until now the visible button pushed and merged in one go; pushing without merging was tucked away in the "Later" menu. "Push and comment only" now sits right beside "Push and merge": it pushes the fix and posts the comment, and leaves the merge for when the contributor has answered.
