When every workspace is taken, a started task waits in the queue. Its card now unfolds the whole queue, with the card marked in it, so you see where it stands among the others. You drag the card to the place it should take, as far as its waits allow; the other tasks are shown for orientation and stay where they are. The same works on the phone.
